Stop defender from blocking needed programs which are safe.

how do you stop defender from blocking programs from being used which are
still needed but are safe?
 
You can go into Tools, Options, and scroll down to
"advanced options" and exclude an area or program from scanning.

I try but defender also block this and i cant install or reinstall anything
anymore
i want to get reet of this defender so i can use my pc again .
But i cant do that everythings is block
