Defender stopping Adobe Elements

I have the problem that Defender is stopping Adobe Elements to start up. I
have the rights as an Administrator to run the program. Do any one knows
where to check where the block in Defender is and let Adobe Elements to start.
Following things are done (Elements).
Installing the program as an adiminstror.
Checking that I will be able to run the program as an administrator
Giving al users the rights to run the program
Checking that Defender is allowing mainprogram Elements (I have also removed
that part from Defender)
When I try to start the program two windos appears. One with a small black
information from Defender (only information if I want to run swedish or help
information). One window that says that I have to make a decission to start
the program or shutting it down.
When I start the Elements it will not start appropriate.
In the activity window the Element starts, but the application do not appear.
From Adobe I have got a fix but it wont help. It seems that there is
something with Defender that block the rights to start the application.

What version of Windows--Is this on Vista?

I don't believe that Windows Defender is involved, from this description.
Open Windows Defender, go to Tools, Options. Use the scroll bar on the
right side of the window to scroll all the way down, and uncheck "Use
Windows Defender"

This will disable Windows Defender, and you can then determine whether
Elements starts properly without Defender running.
