STOP 0x7B Only in SAFE MODE

Running Embedded XP SP1. System boots fine normally, but
when starting in Safe Mode, get error: STOP 0x7B
(0xF8B0CG40, 0xC0000034, 0x00000000, 0x00000000).

How can I verify the devices used by Safe Mode?

Safe mode does not exist in Windows XP Embedded SP1 do not use it.
