static ip address changes

I have a laptop running Windows XP SP2 with all updates installed.
Only the wireless network connection is enabled and I have set a
static IP address. However the IP address consistently gets
changed and always to the same new IP. It was suggested that
another computer on the subnet is doing a reverse ARP that is
making this happen but I haven't been able to find out if that's the
case. Any ideas as to what might be going on and how to prevent
it?

What do you get when you ping the addresses?

I get a response for whichever address is currently set. The one I set
responds until it gets changed. Then the new address will get a
response.

Obviously: Something on your network already has the address you want
to set as static. What addresses are you using? What device already
has the address which you want to set?

I don't think that's it. Normally if an IP address is already being
used a error
message will come up indicating a conflict. Also, if something already
has the IP address I use it should respond to a ping.
