State of Emergency for my PC will not load up

I recently purchased State of Emergency for my PC. I have installed it and when I attempt to play the game, it acts like it wants to load up and in the middle of loading up it just disappears altogether. When I right click on the game, there is something called launch analysis. And it tells me the reason the game won't load is because of an error. And the error basically says: Unable load function: FT_Thunk(KERNEL32.dll). Could someone please explain to me what this means and how to go about fixing the problem. I have used the Direct X analyzer program that come installed with Windows and it says there are no problems with any of the files associated with Direct X. Any help would be greatly appreciated. Thank you.

I did a search for "FT_THUNK" in Google. Nothing specific came up. One
site for a different game suggested that compatibility mode may be enabled
and should be turned off. You might have to do this to the .exe itself as
opposed to the shortcut to the .exe (desktop icon, start bar item).

In order to change the game back into normal mode:

1.Right click on the icon you use to launch the game
2.Select PROPERTIES
3.Click on the COMPATIBILITY tab
4.Uncheck the box next to 'Run this game in compatibility mode for:'
5.Click OK to confirm changes
6.Double click on the modified icon to run the game

carry over from the use of a "thunk" file to force compatibility for
the twain modules used in scanners. Here's a quote from a Google
search using the terms "Twain" and "Thunk":

"Thunking is a special communication required to allow TWAIN
applications compiled for 16-bit Windows 3.x to attach to TWAIN
data-sources compiled for 32-bit Windows 95/NT and vice-versa. The
TWAIN Thunker sits between an application and a Data Source."

So, in the case of the game, perhaps the "thunk" file is forcing
compatibility between Win95/98 and XP.

Shoot. I tried using combinations of "State of Emergency", "xp", and
"loading" in Google to no avail. I couldn't find anything on RockStar Games
site for this problem. The only other suggestion I can think of is the
standard "get latest display, audio, and chipset drivers" that gets posted a
lot followed by "remove any memory resident programs" and "reinstall
DirectX".

I can provide specific steps if you need any help with above suggestions.
