Startup with Blank Screen and displays a white arrow - hangs

When Home Edition XP is starting it displays a blank
screen with a white arrow displayed ~ hangs and tried the
Safe Mode way to startup and it hangs also. Nothing new
in software or hardware configuration recently in the past
2 weeks or so.
