XP startup hangs at Welcome screen

my computer hangs (stays idle) every time i try to start
it up. it reaches the Welcome screen (just before the user
logon screen) and there it freezes. i can still see the HD
led flickering, but nothing happens.

+ i've tried starting with Safe mode (also Command Prompt
option) and same behavior.
+ i've tried Last Good Known Configuration and same thing
happens.
+ i've tried booting from the XP Home Reinstallation CD
and it hangs when i get the 3 options (reinstall <Enter>,
recover R, quit F3).

any suggestions would be greatly appreciated.

A reinstallation CD comes from the system builder unless you are simply
using incorrect terminology to refer to a CD purchased at retail. If this
is a reinstallation CD and you are unable to proceed, you need to contact
your system manufacturer's tech support.
