Startup stops on "F1 to resume" every time

What could be causing XP to stop on this message every startup?
As soon as I clickon F1, it resumes and finishes like normal.

If you look at the screen that says "F1 to resume..." there should be more
information about what is causing the problem. It's usually some sort of
hardware issue. If you see a "Keyboard Error" it might be a flaky key on your
keyboard. Replace it or try cleaning it by turning it upside-down and rapping
the edge firmly on the desk to knock the crud out of it.

If you see a message referring to configuration changes, you may be loosing
your hardware configuration, which can be caused by the battery on the
motherboard (which keeps power to the CMOS memory where the hardware config
is stored) going dead. Usually the battery can be replaced pretty easily.
Check your system or motherboard manuals for details.
 
This is more likely your BIOS than XP. It indicates that the BIOS startup
has detected an inconsistency in the settings, probably a mismatch between
the settings and the actual system hardware, or possibly the battery has
gone flat. Is there another part of the message indicating another key to
press to access BIOS setup and fix the settings?
