When Windows starts up, it normally checks out the Startup folder which is,
in my case, full of shortcuts (.lnk files). It should start them all but in
my case it opens all the .lnk files in notepads.
After startup when Windows is running normally, I can open the shortcuts in
the Startup folder one by one and they all open normally, as executables. So
this problem appears only during startup.
In some point I had configured the registry but I can't remember what I did
exactly. This could have something to do with the problem.
