I followed article 330132 & used the system configuration utility. When i
restart my computer, notepad doesn't open but a window pops up that reads:
you have used the system configuraton utility to make changes to the way
windows starts. The system configuration utility is currently in diagnostic
or selective mode causing this message to be displayes & the utility to run
everytime Windows starts. Choose the normal setup mode on the general tab to
start windows normally & undo the changes you made using the system
configuration utility. I click ok & the system configuration window opens
with selective startup selected. I click ok to restart & i get the same
message. I have to select the normal startup in order to stop this message
but notepad still opens. I tried to delete the desktop.ini file. but that
didn't work for me, with method 2, notepad doesn't open but the other message
appears.
Any help, please!

Use MSConfig to find out which entry is causing notepad to open. Once
you've figured out which registry entry is the problem, use regedit to
remove or correct the damaged entry.

Or, just click the box at the bottom of the window that pops up, to
"Don't show this message again". Click the X, or "Cancel" to close the
box and you won't see it again.

Did you tried all the suggestion in the KB article including the Desktop.ini
editing?.
Go through them again and make sure you logged as Admin on this machine to
perform this task.

http://support.microsoft.com/default.aspx?scid=kb;en-us;330132
Also in the registry you can remove the notepad from the start up by opening
a run command and type in:
regedit.exe click [OK]
On the Registry Editor locate this KEY:
[-]HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run = look
in the Right Pane/Window for the Notepad and remove it.
HTH.
