Startup Program

I just added memory and a new hard drive to my Dell
Dimension. I've used XP for a year, but it was running
slowly.
Now, every time I reboot, the MSN sign on window
automatically opens, and, as I have enabled the automatic
sign on box, it dials my modum to sign me on. My computer
guru who did the install can't figure out how to stop this
(we've looked in "run - msconfig - startup" and the
program is not there. Can anyone email me a solution,
please?
