startup problem please help

The problem is when my friend starts up her computer. It starts up fine but
when the desktop comes up, its just a background. No Icons appear nor does
the start bar. She can still hit ctl+alt+del but she say there are no active
processes going on. Please help if you can any is greatly appreciated.
 
Rightclick any open area near center of screen and highlight
"Arrange icons by", then click "Show Desktop Icons"

Open the Task manager
Go to File/New task
Enter Explorer.exe

Explorer is not starting for some reason when her system boots.
Explorer provides the shell for XP (start menu, taskbar, etc)
