I am trying to get programs to start when Windows is
started. I followed the help procedures by placing the
executable in the start of folder and have not been able
to get my programs to start up when Windows starts up.

What may be the problem?

You place a shortcut to the executable - not the executable itself - into
the Startup folder of the Start menu. Make sure you are using the right
executable, as most programs have several.

But the first thing to do is to see if the program itself offers an option
to start with Windows. (Go through the menus.)
