start up removal from lower tool bar

when i go to start-run and type in MSCONFIG on windows 95
I got a start up menu i could delete items from starting
when i started up my pc, not with xp, this does not come
up, the arrow goes right back to the desktop. there are a
lot of unwanted programs running at start up that do not
need to be, how do i get to that start up menu?? these
programs also do not show up in the "programs" menu under
start up there!!!
