Start menu- no short cuts above line (classic); no all progs in si

The problem is this. On a network. Upgraded from NT to XPsp2. Used old
profile - desktop admin.

When XP startmenu (simple) is used, clicking on the All Programs does not
pop up all the rest of the programs (they are there, in the right place).
shortcuts in /documents and settings/%userprofile%/Start Menu/programs/

When classic menu is used, no shortcuts appear above the line (shortcuts in
Start Menu root -- /documents and settings/%userprofile%/Start Menu)

Is there a way to correct this?

Alan: A complete do-over ? If you check out your Display
properties, you'll probably notice you don't have any display
themes. Can this be fixed ? Don't believe so, short of a
complete reinstallation of XP. Every time I see this particular
failure, it's the result of an incomplete Windows installation.
Usu, nothing eventful happens during the install, until booting
into XP for the 1st time, revealing various things that don't
work as they're supposed to.

I *know* from experience that upgrades to XP work (most of the
time), but I personally don't trust 'em. However, as long as
you have your original W2K CD handy, you can still use your XP
upgrade, to do a complete bare-metal install.
