start up but window vanishes immediately

When I start up IE 6, a screen loads with some kind of tool bar at the top, however it disappears so quickly I can't see what exactly is there. All that is left is a greyed out out page navigation bar at the right
I ordered the CD from Microsoft, followed the instructions for going into the registry in two locations and changing the 1 to a 0 to allow the reinstallation of IE, but I get the same result after the installation
There are no controls, tool bars, nothing. The only way to exit the program is to Control-Alt-Delete and end it that way
I have to use Netscape on that computer, so if your watching this list Microsoft, help me so I can use your product, not your competitors
Any help would be appreciated

Also update your virus definitions and then run a full system scan. From
