Start Menu Programs - Sort by name

I can't seem to fully sort my Start Menu Programs by
Name/Alphabetically. Most of the programs will be sorted
A-Z and then another set will begin again from A. Is
there some limitation to the Start Menu Programs sorting?

Right click Start Menu > Explore All Users > All Users Folder in the left
Pane > Start Menu > Programs, right click in this folder and choose Arrange
by Name.

The first group is by folder. The second group is individual
applications. That's how folder sort works.

Thanks Andre, but the problem still exists. About 55 of
the items will be sorted by name and then the other items
will be sorted by name after the first 55 items. There
seems to be some limitation in XP.
