Can't Right Click On Start Menu Programs List

If I go to start, programs, and try to right click, it just blinks at me and
does not open any menu like it should. I am trying to sort programs by name,
but it will not allow me to do so. I am currently in Windows classic THEME,
but have start menu on "start menu" rather than "classic start menu." If i
swich to class start menu and right click, it works. But, even if i sort
programs by name there, when I go back to normal Start menu, the programs
are not sorted, and I cannot right-click. Any suggestions? Thanks in
advance.

Right click start button and choose properties. On the start menu tab click
customize. Go to the advanced tab. Make sure enable dragging and dropping is
checked.
Click ok and test.

Right click when your cursor is over one of the folders, not in the empty
area.
