Start menu programs reset after restart.

Vista does store and change the frequently used programs list on the start
menu when I use programs. However if i restart or turn my computer on and off
again then the items in the menu are reset to the default - Welcome Center,
Media Center, Ultimate extras, media player, photo gallery, dvd maker etc.

Start Menu pops up at every logon, and the Most Frequently Used programs list is reset everytime:

For Windows Vista, set the StartMenuInit value data as 3.
