Start Menu keeps resetting upon restart

I'm running Windows Vista. I've noticed everytime I restart or turn my
computer back on the Start Menu section where it shows most recent programs
or frequented programs is reset to default. I've cleared all programs from
startup folder still everytime it resets the list to the following Windows
programs: Windows Media Center, Media Player, Photo Gallery, DVD Maker,
Calender and Meeting Space; along with the "Gateway Game Console" that came
with the PC.

I add my own programs to the list that I use most frequently but it clears
them upon restart. Can anyone help? I appreciate it!

For Windows Vista, set the StartMenuInit value data as 3.
