start menu not working properly

When i click start, it opens up and i click on all programs nothing comes up. So i right click on all programs and click open. A page opens and i dont know what to do with it so i click it off. Then i go back to start and when it comes up again the left column is black nothing is there and all programs still will not come up.I dont know what i am doing wrong that is causing this to happen. The only way i can fix it is to restart my computer. But i am getting tired of doing that. Does anyone have any idea how to fix this problem or what may be causing it? I sure would appreciate any info

Suggestions:

Right click the Start button, select Properties, Customize. Scroll through
the options on the Advanced tab and put the check mark back in Enable
dragging and dropping.

Then run the undo on line 45: http://www.kellys-korner-xp.com/xp_tweaks.htm
