Standard Keyboard Shortcut (mouseless) - Customize keys according the application

Right now we not see that softwere industry going to make Standard
Keyboard Shortcuts.
if you work on varied developing enviroment it's become terrible to
remember many shortcut for each.
let's think about Layout like VisualStudio. (see at
http://www.codinghorror.com/blog/files/Visual Studio .NET 2005 Keyboard Shortcuts.htm)
there have many Panes on the screen. if I spend time to learn the
ShortCut for this App, what I do when I must to work also on Adobe
Dreamweaver?
So the solution is Standart nevigation tolls that give ability to
customize it for all programs.

So my q is: have ability to create tool that Customize the keys (like
AutoHotkey) according the input focus. so when the focus on VS the
mapping is different then the focus is on Dreamweaver?

Actually quite a few keyboard shortcuts are standard. Especially with
respect to Edit and Richedit textbox controls.

I'm not sure I understand your Windows XP question.
