Help with desktop shortcut shortcut key

Dumb question. I have a shortcut to a folder on the
desktop, and I want to assign it a shorcut key of
CTL+SHIFT+C. When I do this, the field reverts to "None".

I figure this is probably because this shortcut has been
assigned to something else already. Is this right?

But when I press that key combination, nothing else is
launched. How can I determine (and/or clear) existing
keyboard shortcuts?

Note that I am not referring to the standard windows
shortcuts found in Help, but the custom ones I add to
desktop shortcuts.

Testing this quickly on 2000 and 2003 Server, I find that I can assign
Ctrl+Shift+C to other shortcuts, but not to folder shortcuts.

New information. First, testing:

I can create CTL-SHIFT-C for any type of shortcut. If I
save one, then I can't for any kind. Makes sense.

Now try this:

Create a shortcut to something.
Assign a hotkey to it.
Save it.
Now delete the shortcut.
Try to assign that hotkey to another shortcut. YOU CAN'T.

Somehow, windows is not removing the shortcut mapping when
you delete the shortcut. Windows bug? Even if I empty the
recycle bin, it still won't work.

Fun, eh?

Anyone know where this information is stored?

My mistake. Sorry about that. I got sloppy in my testing.

This is not set in the registry that I can see. I would think that logging
the user off and back on would clear this.
