Stand By disconnects Outlook and Skype

Windows XP SP3 / Office 2003
Everything works until I go to Stand By. On recovery Outlook and Skype loose
connections to Web, and I have to shut down and start again. Shut down takes
a long time and Skype fails to shut down.
This happens whether I have opened Outlook or Skype before going to Stand
By. Starting Outlook in Safe mode does not make any difference.
If I start Windows, sign in and then go to Stand By I get the same problem.

It could be Power Management needs to be disabled on your NIC card or
at the very least, update you NIC card driver.

I know my mail and IM and Skype all disconnect when in sleep, and they
should as the machine is off, but they reconnect in time. I say "in
time" as the network has to renegotiate an IP address with DHCP on
recovery, and then my IM is set to retry about ever 2 minutes and mail
10 minutes, but other than that, everything comes back in a few minutes.

Do you have issues with IE?? If so, maybe its not software but the
actual internet connection won't restart.

No problem with IE. It can not be internet connection as I can connect
Internet Explorer and visit web sites and get up to date information. I
waited more than 30 minutes and nothing happened. And why after Stand By
windows takes more than 10 minutes to close down and I have to tick Skype
and Outlook to End Program.
