Spreadsheet Component Toolbar is Dimmed

I am using FrontPage 2002. When I insert web component
and the spreadsheet, I do not have access to any of the
toolbar except Help. I can't type in any of the cells. I
have installed everything to run from my computer. Any
suggestions?
