Split scroll bar in XP HE

In Unix it is possible to split the vertical scroll bar
and view two(+) sections of the window/listing. Is this
possible in Windows XP Home Edition? Registry item maybe?

No, in Windows you cannot split the scrollbar.
 
This is totally dependent on the application. For instance, Excel offers a
"split pane" mode that gives you the effect you're looking for.
