ListView: permanent vertical scrollbar?

For a Windows Forms ListView in the "Details" view mode, is there a way to
have the vertical scroll bar always visible, even when there aren't enough
items to warrant it?

I don't want to have to worry about resizing the control when the scroll
bar pops up.
