When I double click on the speech icon, the hour glass appears but nothing
comes up. I just bought a mic so I'm trying to set it up on my computer, but
i'm new at this and pretty lost.

Lost enough to wander into the music newsgroup. Assuming you're using
Windows XP, I would post to a regular Windows XP newsgroup, with details
as to *which* speech icon you are clicking on.
