how do I go about creating rule for blocking Cyrilic and
other types of Script as well as specific countries

Click on Tools, then Junk E-mail Options, then International. To block
countries, click on Blocked Top-Level Domain List, then go down the
list to that country (usually after the two-letter code that appears at the
end of the email address). If there's no check mark in the box before
this country, click on the box. Continue down the list until you have
done this for all the countries you want to, then click OK. To block
character sets for other languages, click on Blocked Encoding List,
then go down the list of character lists and do the same for the ones
you don't want to see. Click on OK. Click on Apply, then OK again.

Had this set up but still receiving Junk from FSU in
Cyrillic
 
FSU is not a top level domain on that list, so you may need a slower
method of blocking anybody who uses it as a top level domain in
their probably fake return address. Click on a message from that
person, then Message, then Create Rule From Message, then the
box before Delete it, then OK. If this person changes return addresses,
do it again.
