SP4 update problems

When downloading the express setup my computer downloads
the small file launches into the main download then about
2 minutes in instead of receiving information my computer
starts sending information (the status windo for the dial-
up connection shows the bytes sent increasing rapidly)
about this time the update advises that it cant conect to
the server and if this continues to download the network
file (129MB) I click 'retry' and the window pops up again
so I try to cancel out of the download which works but I
cannot navigate away from the page. So I close IE and
anything else I have running so only the dial-up
connection is active the status window still shows the
bytes sent increasing at a rapid rate, now well over 3mb
so I disconnect (If the status window is not open when the
download fails) you cannot access it or disconnect I had
to manually remove the telephone lead from the computer.
If you have the status window open when the download fails
you can still use the disconnect button.
All thoughts would be appreciated, I have been struggling
with this for several days now.
Note - Blaster worm was present initially but was removes
using a cleaning utility from Computer Associates (from MS
Win Site)

Try uninstalling IIS.
It is NOT the network. It is IIS hunting for "metabase".
IIS is installed/removed via Add/Remove Programs, click "Add/Remove Windows Components".
I had the same slow-down, actually froze but OS was in fact running 1/10000 normal speed.
When I installed SP4 in Safe Mode, at mid-install IIS gives an error that it can't connect to "metabase", whatever that is.
Just restore SP3 via KB825062, uninstall IIS, in Safe Mode install SP4, then reinstall IIS if you actually need it.
