SP2 tcp connection Limit

Sp2 limits the number of concurrent,incomplete outbound TCP connection
attempts tcp connections I guess for security reasons. This messes up
scanners i wrote and I was wondering if there was a way to disable this
security frature. The error i now get with my scanner programs is 10055.
