SP2 problem with hyperlinks in email

Whenever I click on a hyperlink in OE, nothing happens. And, when I click on
a hyperlink in Outlook I get this:

Microsoft Office Outlook

This operation has been canceled due to restrictions in
effect on this computer. Please
contact your system administrator.

Can anyone help with the settings I have to change to get back the ability
to use hyperlinks in email?

Open Internet Explorer, Tools, Internet Options, Programs tab.
Choose Reset Web Settings.
