Cannot open Internet from a hyperlink in an email in Outlook

Microsoft Office Outlook 2007 (Beta)(12.0.4407.1004) MSO (12.0.4407.1005) BETA.

When I click on a hyperlink in Microsoft Outlook Beta, I get the message,
Microsoft Office Outlook
This operation has been canceled due to restrictions on this computer.
Please contact your system administrator. [OK]

I did not consciously set any restrictions. How can I fix this problem so I
can open a hyperlink in an email in Outlook? Thank you.

Open Internet Explorer, Tools, Internet Options, Programs tab.Choose Reset
Web Settings. Click OK and close the dialog. Then, from Start/Run, type the
following command and press Enter:

regsvr32 /i shdocvw.dll

If nothing helps, inspect the htmlfile and http associations in the
registry, as per KB310049:

OL2002: Error Message: This Operation Has Been Cancelled Due to Restrictions
in Effect on this Computer...:

Reset > Web Settings is not available in the Tools, Programs Tab in Outlook
2007.
I ran the command regsvr32 /i shdocvw.dll and it failed.
I imported the registry key from a working computer as per
http://support.microsoft.com/default.aspx?scid=310049 but this did not solve
the problem.

Do you have any other suggestions?

I mentioned Internet Explorer, not OL2007.

Are you using IE7? If so, shdocvw.dll can't be registered.
