Clicking on hyperlink in an email stopped working (outlook 2003)

Recently when I click on a hyperlink within an email (in Outlook 2003) I
can't complete the operation because I get an error message "This operation
has been canceled due to restrictions in effect on this computer. Please
contact your system administrator".
