sound devices

when using a skype phone, everything's fine. when I switch to headphones
and a mic which plug into the soundcard, only the headphones give sound.
Switching to headphones which connect to soundcard and a USB mic, again,
only the headphones give sound.

Neither the USB mic nor the mic which connected to the soundcard appeared
to work. Both were brand new and unlikely to be defective.

This appears to be a configuration issue, but poking around in settings,
sound doesn't seem to fix this.

Why would a skype "phone" work fine but not a USB skype certified USB
mic? Why not a "regular" mic?

Should I install something like audacity to troubleshoot sound in a more
general way?

You have selected your Skype phone as the default sound device:

START | SETTINGS | CONTROL PANEL | SOUNDS & MULTIMEDIA | AUDIO tab & your
Sound Recording device maybe set to your Skype phone
....

Also, check the VOLUME CONTROL (START | PROGRAMS | ACCESSORIES |
ENTERTAINMENT) for the mic level

I think that I've checked all of the above, but will take another look
from home. Could it be something more exotic? I was contemplating a
fresh install in any event.

Don't format... because of this problem

You say you have a USB Skype phone which came with a driver. In Skype's
sound devices you have the phone listed - this is correct, but the driver
for the phone changes the default devices on the AUDIO tab in SOUNDS &
MULTIMEDIA

The mic you have now I guess plugs directly in to the microphone jack on the
soundcard. & therefore is controlled via the mic volume control... You just
have to make sure your default sound devices are set to the soundcard & that
you use prefered devices.
