some windows instantly close

when i try to open some programs, such as task manager or disk defragmenter
(it seems to be mainly administrative and system tools), they only briefly
appear. sometimes, they don't appear at all. this means i can't press ctrl
+ alt + delete to close frozen programs or log off other users. please
help!!!

hey i tried that site and it didn't help. it found some viruses but could
not delete a majority of them. i also got the newest definitions for the
norton virus program i already have and that didn't help. ad-aware didn't do
anything either. i have no clue what to do.
