Administrator account froze?

When I log into my Administrator account, all is frozen. I can see the
desktop, but the Taskbar won't load, and the time glass shows all the
time. I can't start a program, and I can't use the TaskBar or Start
button. I can't even start the Task Manager with Ctrl+Alt+Delete. Every
time I have tried to log in since the problem first occured, I've been
forced to hard reboot to be able to use the computer at all (other user
accounts without adm rights).

Can somebody tell me how to fix this problem?

Try deleting the account (Startup > Control Panel > User Accounts). Then
boot into Safe Mode (Hit F8 on reboot), go to the built-in Administrator
account and create a new default Administrator account.
