some process or processes blocking some applications

I've decided to recast an issue I brought up a few days ago, as it is
manifesting now in other ways.

I have a copy of TripMaker - a somewhat venerable but still useful travel
planning tool. this program will not start unless I kill a certain number of
running processes. It does not seem to be the same process each time.
sometimes it's javaw, another time it will be software for my Radeon video
card. the program will start immediately once some process is terminated,
just never the same one.

the same problem, which I previously reported, happens with some, but not
all setup programs, as well as a utility process for my HP network printer.

yes, I've run virus and spyware scans...

does this ring any kind of bell?

the blocking services seem to be javaw.exe and/or cli.exe. I've asked
respective vendors for advice.
