Snap in for Support desk user admin

Using Server 2003 :
I am trying to set up an MMC for staff members who need to administer users
for our Active Directory.
Here's what I did, basically:
Created an mmc console, added just the Active Directory Users and Computers
snap-in. Delegated control to the appropriate user security group. Clicked
File, then options and change the console mode to user mode, limited access,
single window. Saved the console to the desktop and then copied it to the
desktop of a user who's in the security group.

What I get, however, is an error message:

Can anyone give me a clue?

JJ,

Just thinking outloud....can't you install the Adminpak via GPO to those
users who will need it? Pretty sure that this will do what you need.

My guess would be the client machine doesn't have the adminpak installed so
I doesn't have the proper CLSIDs for the Users and Computers snap-in
