Smooth Scroll, I want it off!

After upgrading from W98 to W2KSP4, I find that certain text containers
(programmers know this term) will smooth scroll. I've been looking all
over trying find out where I can turn this off.

HKCU/CP/desktop/SmoothScroll:=off
The Logitech drivers don't have a setting for smooth scrolling.
Scrolling, yes, but not smooth scrolling.
I've removed the Internet Explorer patch that has pissed off so many
people regarding the IE vertical scrollbar behavior.

The bahavior I'm looking for is that when I roll the mouse wheel, the
text scrolls by whole lines. List containers don't smooth scroll, and not
all text containers do (Notepad, for example, does not but WordPad does.)

A couple of the applications I regularly use that exhibit this behavior
are Xthe article window and the new message compose window. Also
Courier (an e-mail client): the preview pane. (Oddly enough, the folder
tree pane *was* smooth scrolling until just about an hour ago. Hmm...)

Something to consider:
Tweak UI 1.33

It allows you to turn off smooth scrolling.
Plus many other useful tweaks.
