In the timeline view, grab the clip on the right and move
it further to the left to increase the time duration for
the transition. By increasing the time, it'll play slower.
If by slowing down a transition you mean you want it to take longer, you can
go to the timeline view - select the transition, zoom the timeline in close,
trim the timeline longer.
Or in options - set the default transition length longer if you want them
all longer. Adding transitions after this will take the new setting.
