Slowing/Speeding up effect

i'm making a music video and need to know if there's a specific speed that
you can slow it to. for anyone who didn't understand that.. my options are
slow down half and speed up x2. for my particular video slowing it down by
half is WAY too much. i need to match the video to the Audio track and my
video is too fast. thanks!
