Slow to start correctly

When my windows boots up, and i have all my icons and
background, some programs will not run straight away, i
need to wait upto a minute , when the icons in screen
flash briefly then i can use pc as normal. For instance, I
cannot see system properties for the first minute after
booting, soime auto runs on cds will not kick in til after
a minute. Can anyone help?
 
I am not on the internet but i do have a nic and will try
this tonight Thanks
