Slow / Stalled email downloads

I have installed Outlook 2007 on Vista Business and am having great
difficulty with some of my email accounts.

Both Outlook 2007 and Windows mail download from certain POP3 boxes at
ridiculously slow speeds
(e.g. reporting 9 mins. for 90kb, 28 hours for 400kb messages). Sometimes I
receive error messages stating that the server reported an internal error,
other times the client will continue to try and download but make little or
no progress.

This only happens to some of the mailboxes on a particualr ISP (Titan
Internet), there does not appear to be any difference in settings between
these and the mailboxes that work, have tried deleting and recreating the
mailboxes.

The ISP insists that there is no issue or any unusual settings on their
systems.

Outlook 2003 on a Windows XP (SP2) machine works absolutely fine.

Hi Steve,

Thanks for the suggestion. I tried using Trumpet Telnet but the password is
rejected as "-ERR Unknown user or incorrect password" (the user was accepted
with +OK)

Have tried with other mailboxes taht work and also changed mail server
password to a simple character only one, but to no avail.

I assume (?) that my ISP doesn't allow Telnet.

Any further ideas?

Telnet is how the applications contact the POP3 server. You are just doing
it manually, so if you can't get it to work manually, then WinMail won't be
able to.

You can also set up a log file via Tools | Options | Advanced | Maintenance
and see if that helps at all.

Hi Steve,

Apologies - the Telnet does work if I enter the full email address as the
user ID. Logging shows an error (that means nothing to me) followed by
confirmation that teh user id and password are accepted. The error portion
is pasted below.

Any ideas?

No, that makes no sense to me. That's BASE64 encoded.

Do you have antivirus software? If so disable email scanning.

Otherwise, I don't know what to suggest. My guess is its ISP related.

The ISP insist it's not their system and, looking again at the log file, it
does seem to indicate that the message was downloaded even though it doesn't
appear in the client (Outlook 2007, Windows Mail or MailWasher Pro)

The relevant section of the log file is included below (note the delays -
the message is a small one on a 6Mb DSL line yet this process lasts several
minutes).

I have tried disabling the windows firewall, F-Secure antivirus and even
uninstalling the anti virus software all to no avail. Again, everything test
out fine on a Win XP machine - to me this points at Vista as the culprit, but
I don't understand why it only has problems with this ISP. Could it be that
Vista doesn't like a particular platform?

manually
access the messages that way. see

I don't know what to tell you. It might be something goofy with the way the
account is setup. Try removing it and closing and reopening WinMail and set
it back up again and see if that makes any difference. Otherwise, I'm
stumped.

We are having exactly the same problem. We are an ISP also.
Vista does not download mail using pop3.
We have installed a brand new installation of vista (with no anti-virus
software, firewall disabled). When we try to download mail using pop3
(windows mail, outlook 2003, thunderbird) from out mail server it just times
out.
I've tried using RAW telnet commands to connect and it does work but very
slow when you try to retrieve a message with attachments or large emails.
Every other OS/mail client combination work with our mail platform.
This is obviously a problem with Vista and how MS have used the pop3 code,
they probably haven't conformed to the RFC!!?
MS need to fix this but I can't find anything on their site about, but
plenty of people are having this problem.
Steve: do you have any knowledge of a fix?

This is extremely frustrating as our customers are starting to use Vista and
we cannot do anything to help them!!

I'm not seeing this problem, so I don't have a clue how to fix it.

You can enable a POP3 log under Tools | Options | Advanced | Maintenance but
I don't think that will help with diagnosis of the slowness.

The other poster indicated that Outlook worked fine, and that it was limited
to WinMail.

We are having the exact same problem.

Windows Mail, Outlook 2003, and Outlook 2007 will all "halt" or
severely slow down with downloading POP or IMAP. It might download 1
or two messages right away, then severely slow down.

If downloading headers only (POP), it will download between 11 and 13
headers, then freeze or slowdown.

We tried this with a clean office install each time (no pre-existing
PST files).
We tried with and without virus scanners
We tried with and withought windows firewall
We tried with and withough windows defender
We tried multiple types of POP email servers (Exchange, Lumisoft, Etc)
The problem still persist.

Checking the same pop & imap account on the same machines with XP Pro
& Outlook 2003 works fine.

FYI, we were experiencing this problem back when we were beta-testing
Vista with Outlook 2003, and assumed that it was a "Beta" problem that
would be resolved.

I hope someone can help us out!

An anti-virus or anti-spam scanning email can cause this.

Yeah, but they say they don't have any antivirus installed.

As a guess, how about running a CMD window as Administrator and typing in
it:

netsh winsock reset

Then reboot and see if that makes any difference.

Hello, I am having this same problem. I am using Vista Business 32 bit, on
an upgrade from XP. My IMAP email is INSANELY slow, to the point of being
unusable. I have tried: Windows Mail, Outlook 2002, Thunderbird 1.5,
Mulberry and all have the same problem of that it takes forever to download
message headers, and it is constantly waiting for the IMAP server. Do I need
to change the settings from what I had in XP? I have tried with and without
anti-virus software and also with and without the UAP (user account
protection), although I don't know why I thought that would affect it. It
seems a lot of people are having email problems with Vista by reading these
forums. Any help would be appreciated.

!!!! ---- I think we might have a solution ---- !!!!

Here is what fixed it, drop to a command prompt and run:
netsh interface tcp set global autotuninglevel=disabled

If the command returns this response, "Set global command failed on
IPv4 The requested operation requires elevation", then you need to do
this:
Click start (windows symbol), Accessories, right click on "Command
Prompt", then choose "Run as Administrator", then try the netsh
command (above) again.

This worked great!
