I had a starnge problem once upon a time, under Win98. I
had a nice juicy DSL line, but was only getting slow
modem like speeds while downloading or uploading.
I then noticed that I could start multiple downloads from
many sites, all going at about the same dial up speed.
Then I remembered an application I had ran to tweak my
network settings for dial up.
Seems like it modified the "MTU" settings. I might be
remembering incorrectly. It basicaly limited any one
connection to modem speed, but I could have 8 connections
or so running that fast at the same time.
When I set it back to default settings, all was well.
