Slow response to right-clicking on shortcuts

I am an IT person. I have 140 users who have a problem
when "right-clicking" on a desktop icon. It takes about
15 seconds for the drop-down menu to appear after right-
clicking on an icon. It seems to have become a problem
after bringing everyones computers up to the most recent
Microsoft patch levels. Does anyone know the cause or the
solution to this issue?

If these user are using a network share to access a
particular share that is set up on the server. It could
simply be that the server is bottlenecking and requires
additional ram or processor update or even a redundant
server to initiate load balancing
