Slow pc/programs not responding!

Help!! I just had my techie remove viruses, take my windows off and reinstall
all new programs. Since, it's still way slow, and my programs are freezing
up. When I try to close them, they're not responding. I'm running Norton's
and windows Defender and they're finding nothing. Am I doing something wrong
here? Is there settings off maybe? Can anyone help? It's frustrating, they
can't all be this slow, I'm almost ready to give up on computers. Help!!

Inspiron 6400 by any chance? fixed by the V12 bios update

Does this a clean installation r just cleaning Job without clean install for
Windows?. <take my windows off >
How much space you have now on your machine?.
Having Norton and Defender can make the computer slow but not much as your
description.
Run a Clean Up disk, to do that follow these steps:
Double Click My Computer and locate your Partition (C:\) Right click it and
select properties.
On the system properties under general tab click Disk CleanUp and check all
check boxes will come up then click [OK], wait for it to finish.
Then Run Disk Defragmentation in Safe Mode.
If still and you have the XP Cd Open a Run Command and type in:
sfc /scannow click [OK] and wait for it, get your XP CD handy it may be
prompted you to insert it in.
