Slow pc/programs not responding

I just got my pc back from my techie, i had it viruses removed and windows xp
reinstalled. It still is very slow and my progams are not responding, and
freezing up. I'm running nortons and windows defender, and bot6h are finding
nothing. I have 73% free space on my drive, any ideas why this is happening?

take it back to techie, or find a new one, obviously they missed something.
could be as easy as installing motherboard chipset and other hardware
drivers.
