slow mouse and can't access newsgroup from xp

I have a duel boot system with xp and xp64 on two harddrives i am having
problems with the mouse it takes 2 to 5 clicks befor it will load a program
or just about any function i try to do, even scrolling is bad have to grab
the scroll bar 3 or 4 times then it will loose the function an i have to grab
the scroll bar again, seems to be on both xp and xp64, the system is all new
motherboard, video card exc...

Also just from the windows xp system i can't access this message base, every
time i try to login to a group i get the message service temparary down.
