mouse wheel scrolling...the page slips back up or down the screen.

....depending on whether I wheel scroll up or down the page...and wheel
scrolling sometimes stops when I roll the wheel up or down the page after
three wheel turns...always after 3 turns...if I wait sometimes I can start
wheel scrolling again but most times I resort to using the bar on the right
of the webpage. This happens with the Logitech software installed and with
the Windows XP SP2 software as well. With another mouse I experience
something like the mouse cursor stopping or more like the cursor never
arriving at where I want it to...sort of..it is really very odd and a while
since I used the other mouse..

Mice are notorious for getting physically clogged with dirt. Perhaps both are
suffering from this problem.

Try lowering graphics hardware acceleration slide. You can lower
graphics hardware acceleration in Display Properties, Settings tab,
Advanced button, Troubleshooting tab. If this helps, you probably need
a different graphics card or drivers.
